Hiya.. a dog makes friends by first seeing, then actioning, ie they sniff the air, look at the reaction of the other dog, they can smell aggression and fear and lot of other things in the air somehow..

they can touch noses when they meet, sniff each other, play and chase for dominance etc..

lots of things really, some think they are stupid but I have this feeling that they have an enormous intelligence that we don't comprehend really.

I mean they can communicate without speech.. how cool is that. Mine understand quite a few words. I can say chicken and they run to the kitchen and wait for me to come. I can say walkies and they run to the door, lots of other things - I could go on forever. My oldest yorkie understands about 20 words. No kidding..

We use words they use actions.

I'm not trying to be gross but the truth is a dog makes friends by smelling that is what the first thing a dog does to another dog is it smells its bottom that is the most polite way i could have explained it

It is generally assumed that a dog will show friendship to a human by licking the humans face, but this is a fallacy, because dogs have a wicked sense of humour and they undoubtedly will have been licking clean those parts that a human tongue cannot reach. So if your dog licks your face do not be surprised to get comments about your unusual aftershave.

Dogs make friends with other dogs by showing them where the free food is, sniffing their rear, including them in the hunt, or buying them a drink.

Dogs make friends with humans by sniffing their hand, watching for threatening behavior, getting food from the human, or being petted.

if it is with other dogs, they usually sniff around each other BUT if it is with humans, they wag their tail furiously,or try to lick your face.
