If you want open-source, you can't get any better than the GIMP (GNU Image Manipulation Program). It's capable of doing almost everything that Photoshop can, except for the free part. It's primarily written for Linux, but there ports for Windows and Mac OS X. I use it on my own computer, and it's really easy to use and very powerful.

Especially if your new to this stuff the best is a photo organizer and minor editing and special effects.....like a black and white converter is , Picasa2 a free download from Google. It's a great easy program.
