Call a local homeless shelter. Children come there with their mother's with just the clothes on their backs. Any toys would be "new" to them. Just make sure they're clean and not broken. You don't want to give them stuff you wouldn't let your daughter play with.

Your local woman's shelter should have some ideas. They may even accept donations. You may also want to check with your closest city's high school guidance office. They often know about things like that as well as having teen mothers attending school. If neither of those two work, start hitting up local church groups. They will either take the donations to give out or they will pass the word along about what you're doing.

Church nurseries sometimes accept desent used toys, and they are guarenteed to be played with. Or if/when you have a garage sale, put free on the boxof toys. Also a shelter would be a great place, you might contact a local church, they might be able to direct you to a shelter.

Or, you can give them to the Salvation Army or GoodWill Store.

Although they wouldn't necessarily go to "needing kids for free" you might consider a daycare. I know many centers, like ours, can use them, and they would be put to good use.
