they could testify but their crdibility might be an issue: Are they going to be deported for having testified, have they been promised that they would be allowed to stay in this country after testifying, and if so is that promise coloring thier testimony, and so on

Yes but you didn't specify if it is a legal or illegal immigrant. testifying dos not grant you immunity from immigration laws.

Their immigration status (or "criminal" status if you prefer) does not mean that they are totally unqualified.

I have no clue why you'd think otherwise.
