I have a FAX modem. In WindowsXP, I added the FAX component. All I have to do is open a file, such as a Word document, click Print, then choose FAX as the printer.

When you add the FAX component, you will get an icon on the desktop for the FAX console. If a FAX is not successful, you should open the console and delete the FAX from the outbox before shutdown. The next day, you can try to resend.
