Keep calling. Even child welfare makes mistakes. She could always leave and report them herself. They do have teen shelters you can stay at for 30 days.

Someone needs to be contacted. If child welfare isn't proving to be any help. . . try contacting a supervisor at the children's welfare department or contact the police and see if they might have any suggestions. That is cruel and the mom should have the crap beaten out of her. As for the brother. . . well let's just say that many men would like to have a chance at him; to show him what it feels like. Does she have anyone that cares about her?

OK, first of all social welfare aren't thick stupid, if they didn't do anything they had 2 have a reason. If you feel this concerned you must not think its your responsibility to do anything. If you feel that your 100% right with no dough ts then ring them anonymously. Has your friend talked to you at all ?? You mightn't know whats going through her mind, if you get her/he to say that they do have abusive parent(s) that would be even better !!

You need to call the cops and child welfare ever time this happens. show them that it's a pattern. Talk to your parents and find out if she can come and live in your home and explain to them why. Let her talk to your parents by herself also so that she can tell them first hand what’s going on. See if they can get temporary custody of her.

The best YOU can do in this situation is counsil HER to make the best decision.
You can't make a chioce for her, but you can help her see that she dosent have to live like this.
If Chid Protective Services is already involved then there is really not much else you can do.
It's sad to say, but a lot of people live like this and there is nothing they can do.
I would say, stick by her, let her know you there and you are going to be there for her.

i would call them again.the more that this is reported the more they are likely to do something about it. you don't need to tell her that you have called nor when you do call do you have to give them any information about your self. but i hope that what your saying is really going on when you do call. to many people make false reports about this and they cause them to be over worked for someone that is not being abused keeping them from helping a child that is.

tell her to come over--if your family is good they will understand. Ask her to spend the night weeks at a time and not just in your room. ;)

you should tell your parents, they can help you and come up with some logical things to do. Maybe you could call the police (tell your parents first though!)
