I usually wait until I can find a safe spot to stop the car. You don't want to snarl up traffic when doing a stop so I wouldn't want to "trap" the other vehicles between my cruiser and the car I want to stop. You try to avoid walking on the roadway with cars moving around you because it is dangerous.

thats a good question, I guess they do it very carfully i supose, Or they use a bull horn, to Pull over, they have ways to weave in and out of traffic too, soo They will get you
