he is a sweet and shy guy, but how do i know if he will reject my offer to hang out? i dont really want to date him yet but what if he says no to just being friends? what are the chances?

Don't ask if you can't handle the truth. If he wants to just hang out with you as friends, that's great, but if he rejects you, move on.
You'll have be honest with him up front and let him know what your intentions are. Give him a chance to decide if he wants the same from you. And if he does then BINGO- you win.
Guys take this risk daily- glad to see you stepping up to the game.

Not but one way to find out and that's to ask him. If he rejects then you know your answer. But You have to be candid with him as in you might not want to hear the worse but accept what he says and dont be disappointed.
