In other words, is there any incentive for them to pay the ticket or can they just go on without fear of recourse from a foreign governent.

Yes, if they don't the can be arrested the next time they are stopped. And in a lot of cases, they are required to pay the fine, before they are sent on their way. That is they have to stop by the station, pay the fine. The police following them to the station.

Yes and if they ever try goinh back to the states, the boarder will search that persons name for any reason and probably find that speeding ticket and the person will have to pay up front right there b4 they get to enter into the states.Just like if u have a criminal record the people at the boarder will find that out and they will not let u enter into the states. You cannot get into the states either with a criminal Record.

I would guess it wouldn't be a problem, if you never chose to travel back to the US or maybe just that particular state. If you are ever pulled over again, you would most likely be arrested. I would just pay the fine, it's not worth avoiding a country/state for the rest of your life, ya know?

If the ticket isn't criminal there would be no followup. But your right to drive in that state might be revolked.Then don't get stopped in that state.
