well, from what you write that is not a shy guy,
but if you want to know when a shy guy likes a girl, he looks at her a lot but never talks to her , and even though he likes her .
well, he will never ask her out, so if you like this guy then ask him out, he will definitely say yes.

If you've got the outgoing personality, then just aproach him and ask for his number or something. Once you break the ice, he's likely to loosen up a bit.
