Sounds like you need this "proxy list" for something that you are trying out that requires some anonymous type of behavior? If you had said what you needed it for I could probably answer more specifically towards that goal.
However a proxy list is a list of proxies that aren't secure. Most proxy servers are setup by default to let anyone use them. The person setting them up usually aren't aware that they need to change the settings to now allow it to do that.
A proxy server is basically just a relay to your internet transmissions. Sort of the same principle as a Cell Tower. Your phone usually would not have the range to reach your caller directly. So your conversations are sent to the cell tower and then the cell tower relays it through cables that are connected to networks/land lines.
On Internet Explorer (Under Tools, Options, Connections, Lan Settings) is a place to put the IP# of a proxy server. If you put the IP# of a valid proxy server in here, then what happens is that you type www.something.com and it will send the request to that proxy server. The proxy server will then the request to www.something.com (on your behalf) and fetch the information. Once the proxy server has the info, it sends it back to your computer. The website that was contacted will not see your IP#. They will only see the IP# of the proxy server, thus your request to www.something.com was completely anonymous by the website. Only the proxy server knows about your request.
But to answer your question, a proxy server list is a list compiled by someone that has a list of IP#'s to known proxy servers that do not have the security turned on to prevent the whole world from using it.
If you google "free proxy", you will probably find a few. proxy4all.com has been around for years.
