I'm really shy, and I was so flattered when a girl asked me out. From personal experience, he probably wants to ask you out but is too shy to do so.

Personally, I think it would be really cool.
Honestly, I can't help but chuckle at women who "as a rule, never instigate a date with a man." Can the WWII era calendars and join the 21st century already.
And I would say the same to a man who doesn't like being asked out by women, too.
