If you have to, you can substitute powdered sugar for regular sugar. The ratio is 2:1 (if the recipe calls for 1 cup granulated sugar...substitute 2 cups powdered sugar)

It depends on what you're making. Certain cookies would not work because powdered sugar has a different texture.
