Look amused.
It confuses and defuses the situation momentarily. It is usually long enough for you to ask them what the heck are they talking about. Just be calm. If you have done nothing to cause this outburst then stand your ground and let her fly all to pieces until she is done. Then calmly let her know that she is acting silly, jumping into something without getting all of her facts, and then walk away.
And be sure not to spread gossip or talk about things that could hurt someone else. If you did do this, then own up to it. Apologize and go on from that point. We all make mistakes. Own them. Learn from them.

I would definately gently pull the person away and tell her that her behaviour is embarrasing not only the girl in question , but everyone else around and she's is looking pretty darn foolish herself. There is nothing more demeaning than someone being confronted or yelled at in front of other people. Anyone with any manners knows that if you have to confront someone you should do it private, thats the polite thing to do and if it's at work thats the proper way to do it. There is no point in making anyone for any reason feel badly about themselves in front of others. It often makes them look worse than the person being yelled at. Good for you to think about and prepare yourself for it in the future.
