"Domicile: Place where a person has his or her principal residence. The person must intend to keep that residence for the foreseeable future. The sponsor of an immigrant must have domicile in the United States before the visa can be issued. This generally means that the sponsor must be living in the United States. In certain circumstances, however one can be considered to have a domicile while living temporarily living overseas. "

Generally speaking she has to show that she has a place to live in the US and she has a job and earns enough money to support your entire family. She is considered you sponsor and there are certain requirements for them in terms of their insome.

"As part of the green card application process, every family-based immigrant must have a financial sponsor (or be able to show adequate means of self-support), and the sponsor must file Form I-864, Affidavit of Support, with U.S. Citizenship and Immigration Services (USCIS, formerly called the INS).

The sponsor's income and assets must reach 125% of the levels in the federal Poverty Guidelines, which are revised annually. The 2006 guidelines, which go into effect on April 1 of 2006, are shown below. Eventually, they will also be shown on Form I-864P, published by USCIS and available on the USCIS website at www.uscis.gov."

The use of Medicaid is negative because (I think) it shows that she does not have enough money to support a family.

Usually domicile is a HOME address, which most likely in this case is used to do background checks.

If I were you I would find a qualified immigration attorney in your area to help you though this.

The issue with Medical most likely was a red flag to them as it indicates that you used public assistance.

Lots of folks used electric bills or rent recites to prove they resided in a particular area. If you’re lucky your posting will attract either an attorney or a paralegal to help you.
