It's an acronym for the Latin "Iesvs Nazarenvs Rex Ivdaeorvm" ("Jesus of Nazareth, King of the Jews").

The letters "INRI" are initials for the Latin title that Pontius Pilate had written over the head of Jesus Christ on the cross (John 19:19). Latin was the official language of the Roman Empire.
The words were "Iesvs Nazarenvs Rex Ivdaeorvm." Latin uses "I" instead of the English "J", and "V" instead of "U" (i.e., Jesus Nazarenus Rex Judaeorum). The English translation is "Jesus of Nazareth, the King of the Jews."
Artist's impression of Christ on the cross.
The Early Church adopted the first letters of each word of this inscription "INRI" as a symbol. Throughout the centuries INRI has appeared in many paintings of the crucifixion.
By the way, Pilate's title for Christ was actually written in three languages.
And Pilate wrote a title, and put it on the cross. And the writing was, JESUS OF NAZARETH THE KING OF THE JEWS. This title then read many of the Jews: for the place where Jesus was crucified was nigh to the city: and it was written in Hebrew, and Greek, and Latin. Then said the chief priests of the Jews to Pilate, "Write not, 'The King of the Jews;' but that he said, 'I am King of the Jews'." Pilate answered, "What I have written I have written."

I understand this as an analogy. Taking the cross while following Jesus means in the situations when something feels uncomfortable, you still do what is right, as some say what Jesus would do. What happened to Jesus when He picked up His cross? First, He submitted Himself to the God's will and fulfilled the prophecy. Second, He sacrificed Himself for others. Third, today Jesus is with God and is God, as He was prior to His first coming. Forth, His most famous person, who ever lived on Earth. What year is it now, oh yeah, it’s 2009 from His birth.

On that plaque, to which you refer, was written:
Jesus, King of the Jews. Luke 23:38
Once in Latin
Once in Hebrew
Once in Greek.
INRI is an abbreviation of said inscription.

The most common letters appearing on such pictures are I.N.R.I. This is an abbreviation of the Latin Iesus Nazarenus, Rex Iudæorum, meaning Jesus of Nazareth, King of the Jews. A variation of this is I.N.R.J., Iesus Nazarenus, Rex Judæorum (Jesus of Nazareth, King of the Jews). This abbreviation is based on what the apostle John says was on the sign placed on the torture stake, “Jesus the Nazarene the King of the Jews.”—John 19:19.
