It doesn't matter if you just choose to eat eggs or milk. You need a HUGE amount of calories to pack on mass.
For more lean mass a good rule of thumb for body building is 1.5 grams of protein per pound of weight.
Consume calories in excess of 3000.

people do eat raw egg with milk, but once a while some egg can be spoilt and it can cause trouble, best is eat scrambled egg whites, notice that one whole egg has 75 calories, and egg white has only 17 cal with more protein than yolk, so avoid egg yolk, it is just full of cholestrol and you need only protein for body building. for good tips read this site.

No. Raw eggs are potentially dangerous. People only do it for quick protein input.
Just eat plenty of meat (Or beans, pulses etc if you're a vegetarian), with a small amount of carbohydrate and vegetables, and you'll be fine.
