In the meantime, cats will not dig in dirt that is wet. If you wet the dirt enough everyday so that it feels moist they will not dig in it to go to the bathroom. Put mothballs around the exterior. A well placed scarey halloween motion dection ornament, the ones that scream and eyes that glow when someone walks by it, will spook them everytime they come near the flower bed.
It will also give you a audio alert the cat is there and you can throw some water at it. Eventually it will get the point that YOUR garden is off limits.

It’s two parts cayenne pepper, three parts dry mustard and five parts flour. Mix together and sprinkle on areas where you don’t want cats. Cats don’t care much for tea leaves, so save the tea bags and sprinkle the leaves over the beds you want to keep him out of. You can try laying large, flat river stones around the digging areas of your bed. Cats love freshly prepared soil (and fresh laundry too!), so putting the stones around would keep kitty from doing as much digging.

Finally, you may want to consider installing a sprinkler system that is activated by movement. One or two douses will cure the cat quickly and will also deter prowlers! I know it works because as a little kid I remember we had a cat that liked to use the bathtub. My Mother would dutifully clean up the mess each time and say nothing. Dad found out so the next time the cat was in the tub, the shower kicked on for a few seconds. The cat never used the tub again! Find some decorative rocks to place around the flowers. Doesnt have to be around the whole area just where the cat could damage the flowers. You can also put crushed garlic around the flowers and they wont go near them either. Tell your neighbor to buy the garlic though since it is thier cat.

First, I'd talk to your neighbor. In many cities it's just as illegal to let a cat roam free as it is a dog. Not to mention, free roaming cats can seriously deplete songbirds and other wildlife. Also, is this cat "fixed"? If not, it could also be contributing to the number of strays in your area! If that doesn't work, try putting metal screen (or chicken wire) around your plants just under the topsoil. You could also contact a local garden center to see if they have any suggestions.

Go to your local pet supply store and get a can or 2 of Cat & Dog repellant and spray it all over the flower bed area (be careful not to spray directly on any blooming flowers-it might kill them), The scent is very offensive to cats and they will find another place to do their "business".

Put something that cats dont like to smell or taste like moss balls or citris things and put it in the ground! this should stop her from Digging it up! Hope this help!

Try using moth balls. Place them around the edges of your garden. Also works on furniture if you can stand the smell for a while.

Orange peels. Cats hate citrus, and it won't hurt your flowers. It's also inexpensive.
