You need to get a C++ compiler, Microsoft has one can C++ Express Edition I think, you can get it for free from them.
There is also one called Dev C++, never used it, but the comp sci labs at the university all do, and they are pretty picky about only using things that are good to learn on and good to use.
You can find some more free compilers on the web if you look.

Well it depends on what your personal choice in compiler is, personally I am a huge fan of dev C++, see the link below.
