The price is probably anywhere from $500 on up depending on what you want. You can get a concealed weapons permit in CA. It sounds like you need to do a lot more research though if you are seriously planning on getting a firearm.

To be pedantic there's no Glock 9, the 9mm Glocks are the 17, 19, 26 and 34. 17 is standard size, 19 is compact, 26 is subcompact and 34 is competition.
Geographically, it's possible to get a concealed carry permit in most of California, but check packing.org. Counties round the Bay Area are almost impossible, but many rural counties are almost 'shall issue'. So it depends very much on where you live.
