The stupid one is said to have his eyes “at the extremity of the earth,” wandering here and there without any fixed object, his thoughts being everywhere except where they ought to be.

The King James sounds better and is clearer.

Proverbs 17:24 Wisdom is before him that hath understanding; but the eyes of a fool are in the ends of the earth.

This means that people's focus should be on wisdom, not the million-and-one distractions that this world offers. Psalm 111:10 says: "The fear of Jehovah is the beginning of wisdom." The primary way we display wisdom is by following God's laws in our lives. The foolishness of this world is demonstrated in their constant pleasure seeking.

Wisdom means to be able to make correct choices in life by praying and following God's plan for himself. A fool just gets by on whims, he is like a ship with no anchor.

Shalom Ken,

The passage is interpreted as One who who knows what this world is and has experienced the higher realities of God keeps that has his highest ideal and never loses focus of it. Or as Yeshua has given be in the world but not of it. The second part is saying that the foolish man who has alienated himself from his souls self gives himself up to sensual and carnal things of the world and wanders from one disenfranchised illusion to another. Because the organic mind is incapable of understanding the mysteries of God.

Peace

In plain English:

If you're smart, you'll focus.

If not, you'll let your attention wander and never arrive at a solution.

In other words, folks with Attention Deficit Disorder are at a disadvantage.
