His corneas have been burned. He should put double patches on his closed eyes and tape them shut immediately. Everytime he opens his eyes his exposed nerve endings are going to be extremely painful, and will get worse over the next few hours.

The biggest risks to him are that he could have a tiny speck of metal in his cornea, which won't allow it to heal, or that he gets an infection.

He MUST go to get checked out. They will also put local anaesthetic drops which will bring blessed relief temporarily. This is one of those times when he doesn't have a choice - he MUST go get checked out.

Get professional help a.s.a.p.
Treatment recommended needs a doctor and probably hospital treatment
Don't risk making matters worse with home treatment - eyes are too special
From Wilkipedia:
Management
Instill topical anaesthesia
Inspect the cornea for any foreign body
Patch the worse of the two eyes and prescribe analgesia
Topical antibiotics in the form of eye drops or eye ointment or both should be prescribed for prophylaxis against infection

I had it some time ago, hospital said it will go in a couple of days, it did, I had sunglasses on for a week. Feels like sand in the eye, tears by the bucket. Take him to hospital, they wont hurt him maybe give him something for the pain, tell him he`s a woz :o)
Hope he feels better.

Iv'e had few of these and its like sand in your eyes, optrex drops will ease the pain and tomorrow he will be o.k., may have trouble sleeping but when the eyes are shut they tend not to hurt that much, not serious usually.

He must have looked directly at the arc to get it, you cannot get it any other way. Optrex should do the trick, it may be painful for a few days.
