These are obstacles to stop landing craft the ones you see on Normandy would usually be under water but the invasion happened at low tide to avoid these obstacles. If you look closely you will see they have land mines attached to them as well.

They are called hound's teeth or devil's teeth. Put there by the Germans to stop tanks and landing craft from getting on the beach.

they are barriers that were supposed to rip out the bottoms of landing craft. when the tide was in they would be just below the surface of the water

Tanks and Vehicles can get over most things except those

They are tank barriers, also good for stoping amphibious assault craft.
