He is either having an allergic reaction to the collar or something in his enviroment like the shampoo you are using on him, a flea collar or drops, the material in his bed, etc., or he has ringworm.

have you checked for fleas?
fox mange gets very itchy although i think they may only get thaton the back and tail but it's worth checking out and it can be treated. It's also possibly that your puppy has rubbed in something thats irritated the skin. The best thing to do is to take it to the vet, although you could try washing it in some puppy shampoo (follow instructions on the label) to wash off an irritant, failing that definately take it to the vet.

Take him to the vet. He needs medication and a diagnosis. If this is ringworm, it is highly contagious - yes, this means to you, too. Maybe mange. Certain breeds are more likely to have mange than others, but all dogs can be affected by this.
Until Monday, I would put an e-collar on him to prevent further problems and possibly infection.
Clean the 'wound' with a diluted solution of betadine.

Demodetic mange generally starts as a small area on the shoulders or back that is itchy and loses hair. Some pups get it at about 8 months and it can clear up by itself but please take your dog to the vet and have it checked because occasionally a dog wont clear up and end up with generalised demodictosis, which affects the entire body and is very difficult to cure, if it can be. So please get your pup checked.

for my huskies, the pups lost the pup coat between 3-6 month old. My pups I have now: a husky akita etc mix- 4 and a half months Male akita- 3 months Now, the male akita, he lost patches of the fur when switching to a non puppy coat. The fur was still there, not just skin, but it was much shorter. He now has one normal fur length.

There are natural products available to help with this. Links below....and it sounds like you may want to change your pup's food. An allergy to wheat or corn can show up in the dog having an itchy coat.

He may be allergic to the collar. But, I would probably take him to the vet to be sure. You may have to put one of those things around the dogs neck that looks like a lamp shade.
My son's dog had to wear one and she looked funny but it worked..

Take him to the vet, it could be something serious like a ringworm, or something as minor as an allergy. What kind of food are you feeding him?
PS. I think the verb you are looking for is "scratch"..."itch" is a noun. You scratch and itch, you don't itch a scratch.

he may be itching because the are is irritate i would suggest taking him to the vet and getting some ointment, but biting like this can also be caused by stress and anxiety be sure to give your puppy alot of attention and love, but be sure to look into some ointment. this is not uncommon
