Has the dog been vaccinated?
Could the dog have ingested anything that it shouldn't have?
Could this be normal drooling?
Is there any foreign object lodged in it's mouth or throat?
Could there be a tumor or growth of some kind in its mouth or throat?
Too many questions to answer - you gave little to no info.
Seek a vet for the best information.

The dog could just be upset to it's stomach. It also could've ingested something that is making it foam. I've seen a couple dogs that were poisoned by rat bait that foamed really badly. With rabies, normally you see the dog out of it's senses, running in circles, discoherent. I'd keep an eye on the dog & watch to see if it's eating/drinking, vomiting, having diarhea, or is lethargic. If those symptoms appear, you will probably want to call a vet. It may just be something as simple as a stomach ache.

Foaming does NOT mean a dog has rabies (People watch way too much tv and dramatics!!!!!). Foaming can be a sign of an upset stomach, having eaten something that was distasteful (usually bitter), tooth problems, something caught in the mouth, etc. It can mean the dog is ill, but not necassarily.
Also having a warm nose doesn't mean a dog is ill either, that is a popular misconception.

The dog could have eaten something semi poisonous which often causes foaming at the mouth or drooling. Its unlikely its rabies unless you live in an area which is known for rabies and your animal is not vaccinated. Even then, all foaming at the mouth doesnt mean rabies. Whenever my dogs ate something they shouldnt they had this symptom - especially if they went after toads in the garden.

i have a chow/collie mix that foams on occassion- i've notice it to be only when in the company of "new" female dogs. also sometimes he might foam a little after a long run on a hot day. has the sheepdog had her shots? if she's Had her shots, no worries. if she hasn't, there's no time like now- because if she Doesn't have rabies Now, it's cheap insurance against it Later. Also, in most states i believe, it's the law.

The foaming could just be the sheepdog drooling. If the dog has all of the sudden done unusuall things like growling at people he/she knows, and(or) wants to constantly chew something up, he/she may have rabies and needs a vet ASAP.

Foaming at the mouth doesnt not always mean rabies. If you suspect rabies, contact your local animal control, or vet to have the animal placed in isolation after a booster shot, if you can't provide the isolation yourself.
Now that that's done... Signs of Rabies...
Staggering about, mood changes, not wanting to eat or drink...
Try checking out your local health authorities zoonosis control division for more info
The mystery of water... an animal infected with rabies, will avoid water at all costs, no drinking water, no going near water...
