Looks like you got cut off. But if I can assume that the rest of your question is something like "my dog's loopiness makes the other dogs uncomfortable" or something like that. When you're away from other dogs, and your dog is hungry, start to practice hand targeting and sits. Make this a really fun time for your dog, with lots of rewards. Your dog needs to always be able to do these behaviors, even with the distraction of other dogs around, so practice this a lot and pay him with tons of great treats. Then, start to work on this game with other dogs around that are far away. If he can't do what you ask, move farther away from those dogs and keep trying!
It would be great to practice this with another dog nearby that likes your dog. That way, you could set it up so that when he sits and touches your hand, you could then release him to play with the other dog. What a powerful reinforcer that would be!!!

Well the only way to make a dog behave is to be in control of it. Dogs are very much an dominate/submissive animal. My best suggestion is to get some books on behavior training. Some people find this hard because they think it's mean and cruel, but in reality it's how dogs communicate. You have to be the alpha dog and dominate the dog so that it respects you. Once this happens you can then show the dog what is acceptable and what is not. If the book training does not work I think u should take him to some obedience classes , but make sure he is around other dogs while learning
see if that makes a difference also I would suggest going to a trainer who can train you and the dog. Good luck!

Get an old plastic container like a drinks carton with a lid and fill it with stones or metal bolts, something that will rattle when you shake it. Carry this with you when you take the dog for a walk. When the dog spots another dog shake it vigorously by the animals head and pull sharply on its lead. This will distract the dog and it will associate pulling towards other dog with loud unpleasant rattling sound. It will soon learn. There is no harm done to the animal.

it seems like your dog is acting in a playful way but still if he is a big dog that would get old very fast! there are many ways to train a dog out of this...one way is to give his collar a slight yet Strong pop(pulling him) this will get his attention away from the other dog then tell him sternly "no" after a while he will catch on. dint forget to praise him when he walks by a dog w/ out going crazy. he just wants to play and doesn't know how to controll it

Hi i have a simlar problem with my lab x whippet,when he see's another dog he gets so boistrous around them and it's really hard to get him back.The problem with dogs that are boistrous around other dogs is that the other dogs dont always appretiate a mad loopy dog around them and can snap at them or even attack them which would damage your dogs confidence.Make sure you have got total control of your dog when out and that his recall is 100percent.Good luck

i have the same problem with my 3 yrs old but he was beetebn by hgis previous owners he just wants to play but other dogs see it as egression

Needs more information, but at this I'd say he needs socialization. Doesn't seem to have manners. Maybe needs obedience training as well..
