My dog was lying in the garage and I heard growling. When he hears, smells, or sees something that puts him on alert he stands at attention just like he should (hes a rottie). But when I check on him hes just lying there. It sounds a lot like how when Lions make that grunting roar to establish their territory to other dogs. But they just lie there. My dog does the same thing, but dogs establish territory by howling and scent marking. I don't understand.

I know my dogs personailty. If he was protecting or detecting something his ears would have been perked, his tail up, and his body stiff. But when he does this he's lying down with his ears lax.

My dog does the same thing..usually a growl while he's still lying down and calm is just a warning - he uses on things/noises that are far away and mildly threatening. If whatever it is keeps coming, then he'll alert and start barking.
Also you are describing territorial behavior of wolves, most domesticated dogs don't do much howling. (huskies are about the only ones that seem to do it regularly)

I have a rottie as well. He's a big goofball and I love him. He can be aggressive when he feels his territory is being intruded upon, but other than that he's a big baby. He growls all the time at nothing. I'll be sitting on the couch and he'll put his head on my lap and start growling, but I know it's not in an aggressive way. It might be that your dog is simply talking. That might sound strange, but my dog does it all the time for no apparent reason.

Is the puppy recognising the opposite man or woman as a member of the household? Do they are saying whatever as they procedure? If no longer, then the puppy is pondering it is a stranger and is getting shielding, that's dangerous considering the fact that anyone can also be bitten on this style of challenge. You have got to coach the puppy to be calm and at ease. Have them say some thing first earlier than coming near.

Our dog does this also.I think it's because he hears,smells,or otherwise notices something that he perceives could be a threat.Just like a little warning signal.Sometimes too,I wonder if he isn't dreaming.I mean how do we know?

Well i don't have a rottweiler but i do have a pug.....he sometimes growls at things that aren't even there..... one time he was in the hallway then i came upstairs and he was barking..... then he was backing up then he started to cry....id have to say maybe ghost......
