Actually, there is a solution that is cheaper than new counters. Have the laminate removed and replaced. It is much cheaper by far and relatively easy to do. Just a bit of muscle power and a someone (preferably a carpenter) that has the right tools to cut the new laminate. And there are some great ones out there.... you can even get some now that look like granite counter tops. We just redid a white counter top with a black granite like laminate and the change is amazing!
Whatever you do, don't go anywhere near a color with orange in it. Blue and orange are complementary colors and if you paint with any orange at all, it'll just make the blue stand out even more.
Have you thought about using a nice tobacco brown or greige. That's sort of a mix of beige and gray. It could look really nice.
Try and go with a neutral color (like the ones I mentioned above). Any primary colors (red, yellow, blue) will just make the counters shout out to you. If you have blue, you won't like that. Stay with neutrals and it will neutralize your blue. Wine colors are okay, but you might still hate the blue.
Whatever you do, have fun. Enjoy because paint is easy to change...

how do you feel about yellow? I had this Aqua like blue thing going on in my apartment, so to make it more appealing I put a pale yellow (but not pastel...more like what they call butterscotch or I've seen it as sunflower in some places) in the kitchen and it looked nice. If that doesn't do it for you then a light burgundy could work. Go get a swatch from home depot or better yet, go to the paint department and find your blue (or as close to as you can) of the cabinets and put it up against the reds. I assume this is an apartment, otherwise you would have changed the counters by now, right?

A light yellow or beige would be nice. My tiles in my kitchen are blue and I painted the walls a darker blue than the tiles and I didn't like It very much. Stick with lighter colors than your tiles. That's what TLC says.

Is your counter formica? There is a paint avaiable to paint countertops. I don't know how involved the process is, but I know you can do it. That would be cheaper and get rid of the blue. (I hate blue, too). Then you would have many options as to wall color.
Just wanted to share that info.

I know you said no white, but take just a moment to think about it.
White cabinets and white walls (even if just the walls under the cabinet are white) make a kitchen look much larger and very clean. It's a very modern/simplistic way to give your kitchen a nice, clean "edge". And when it comes to kitchens, everyone wants big and clean!!

If your kitchen is big enough to handle a strong color I would go with a deep wine red, depending on what shade of blue your counters are. If they are a light blue, I would go with yellow.
