I'm glad you asked this question. Actually this modern law is a distortion of the actual hadith.
The original intention of the hadith was to prevent husbands from trying to get out of a marriage by falsely accusing their wives of adultery by making the proof of adultery extremely hard. In the original form it was the husband who had to provide 4 witnesses who would testify that they actually saw penetration of the man's wife by someone else. If the man accused his wife of adultery without providing these 4 eye witnesses (and remember in those days people took tesifying to be an oath of truth and it was unlikely that the husband could find four people all willing to lie) then he himself would suffer the punishment that she would have gotten. Similarly, the wife would have to provide 4 witnesses if she accused her husband of adultery.
The law, such as the one in Pakistan, which says that a woman must provide 4 witnesses in her defense in a case of rape is a total distortion of this hadith, and is patently unjust.
I fully support the changing of this law and others like it, and also research into the true nature of the law which will reveal it as a mercy.
I also denounce the Mufti in Australia who ignorantly said that women cause rape on themselves. In my opinion he needs to be removed from his post and never allowed to preach his hateful version of Islam again.

Rape can be proven without the 4 witnesses rule. The 4 witnesses rule is to prove adultry that happens with the consent of both parties. I am not sure what exactly Pakistan is changing but if it is something against what the Quran says, then I am against it. Allah knows better than we do, definitely. Can the creature know more than the Creator?

that's a pakistan missunderstanding law.
the 4 witnesses is applied to those who had ilegal sex with their own CHOICE. that's a mercy from God, because it's hard to bring four witnesses.
but for the rape, that's a crime. and the woman ia victime.
[33] ..... And force not your maids to prostitution, if they desire chastity, in order that you may make a gain in the (perishable) goods of this worldly life. But if anyone compels them (to prostitution), then after such compulsion, Allâh is Oft-Forgiving, Most Merciful (to those women, i.e. He will forgive them because they have been forced to do this evil action unwillingly).

Pakistan has severe rules for women. But then sexism is still alive and well here in the US. For example women still make less money that men and women's health care issues are effected quite a bit

First the rape is proven without four witnesses. The 4 witness rule is to prove dultery, so that the woman is protected. DUH!!!! May Allah have mercy on you!
