I'm 19 years old indian boy. My height is 164 cm. and weight 48 kg.
My skeletal growth is not as much as a 19 years old boy should have.
The reason is because of improper nutrition in my 15-18 years age period because of economical problems in my family
but now it is ok and I'm taking good nutrition.
Even though I feel embarassed because my skull growth is very less and it looks smaller than my friends.
My father's height is about 1 inch more than me.
Is there any method so that I can grow more especially my face/skull.
Any suggestion or method?
If you suggest to go for a doctor then what will he recommend?

From your description, you really do sound like you have improper growth. At at 19, I would probably say there is still a chance that you could grow, but it's going to be quite difficult. Take milk, cheese and some dairy products, which have high content of Calsium, essential for your bone growth. As for muscular growth, take meat and beans, which are good sources of protein. The change will be gradual and be patient over it. I believe when there is a will, there is a way.
In the end, there are other therapeutic methods to boost growth but I am not recommending it. They are hazardous and may potentially be bad for your health.
Stick to a healthy regime, enough food, enough exercise and enough rest. You will see results, I guarantee you!

Not sure-you can go to an endocrine specialist. They can do a bone age. If you can still grow, they can put you on hormones.
