Yes! the answer is (ruling out any medical issues) marking! You can do any of the above things to help curb his behavior. Especially important is catching him in the act and correcting it, praising him for appropriate behavior, and cleaning up/ neutralizing any accidents. Also, is he neutered? If he is not neutered, testosterone could really be driving the behavior.. dominance, territory, and the presence of a lady dog just might be too much for him. The only way to fix it then is to get him neutered and wait out the 6-8 weeks for his testosterone levels to go down/ away. Good luck!- dd

You need first to rule out any potential health issues such as urinary tract infection, bladder infection, kidney infection, bladder or kidney stones, etc. If his urinary system comes up in great health, then he's mad and, like the other answerer said, most likely because of the new girl.
He could be mad because she's there or because she has the audacity to sit on "his" people's laps or in "his" bed or simply because he feels slighted or any number of reasons. He could even be mad 'cause she's going potty in HIS yard, so he's refusing to. Whatever it is, if you will equally divide the attention, it will, sooner than later, sort itself out.
Did he use a piddle pad as a puppy? If so, you might put piddle pads down for him to see if he'll start using them again.

If you got a new yorkie then maybe he feels neglected and thinks you won't care what he does anymore, or maybe he is trying to impress the new yorkie.

any household change can disrupt a dog or cat, try taking him outside more often
when inside and he has a mistake, roll up a newspaper, show him his mistake ASAP and then tell him NO and hit the newspaper on your hand, the noise will scare him and he will stop marking his territory

I grew up with Yorke's, the only dog my mother will own!
I love them, but they are smart and neurotic, sounds like he's marking his territory because of the other dog. Maybe you show show him a bit more attention.

Can he have a physical problem? Have you spoken to the vet? Or could he be a little jealous of the newcomer?
