I have a few key websites set up as shortcuts on my desktop (in Windows XP). When I click on some of them, they open a new Web Browser, which is what I want, but with others they go to the URL in a Web Browser that is already open. How can I ensure that shortcuts always open a new browser window?

If you are using Internet Explorer, you can go to:
Tools => Internet Options
Click on the Advanced tab, then in the "Browsing" group, look for a checkbox labled "Reuse Windows for Launching shortcuts" and UNCHECK it.

I think this ios what you are looking for.

For the most part, you can't. There is a setting buried in windows that sets it to open a new window automatically, but if the coding of the link is such that it hijacks an open window, your at the mercy of the link. The setting in windows sets it up to open a new browser every time you click a hyperlink or a shortcut; I don't think that is what you are looking for. I set up my favorite/use everyday links as toolbar buttons in the link folder of favorites. When I want to open them, I click internet explorer, and the buttons are at the top of the browser. You can even nest them inside another folder and have your favorite of your favorites at the top of internet explorer. Right up there with; File, Edit, View, Favorites, Tools and help. If you do this, rename them to a single letter or short name so they don't take up alot of space, you can even give them icons.

If Mozilla Firefox is your browser then:
Tools>Options>Tabs
and select:
"Open links from other applications in:
a new window"

If you right click on that icon there should be a option to open in new window
