If you really want to get specific....cement is not what sidewalks or whatever are made of...it's concrete. Cement is an ingredient in concrete, which is a mix of sand/gravel, water and cement. Cement is a clay that is mined, baked and ground to a powder. When mixed together with water/sand/gravel, a chemical reaction called hydration starts and continues for a long time, with the most hydration taking place in the first 24 hours or so, depending on the proportions of the mix. The temperature goes up as this chemical reaction goes on. Concrete needs water to "set up" or "cure". It doesn't set up by drying out, it needs water. Concrete will "set up" under water!
