I need to know Meaning of this word and where and when and ... people use it.

It means: "divinity", related to the gods, etc. It is Latin, but as far as I know, people don't use it anymore

Numen - the official journal of the International Association for the History of Religions.

In Latin, numen means a command; the devine will; the might of a deity; majesty; divinity.

I guess it's a Latin word (hovere it's also present in the English dictionary).
In Latin it has different meanings :
Deity, divinity, divininess, Godeah (same as in English) + power + potency + presence.
