Paint Shop Pro, often referred to as the poor man's Photoshop. It has all the functions of Phortoshop that an amateur, at least, would require.

If you are using a Mac, you might be interested in what I was going to going to check out: PhotoLine, which is referred to as the "poor man's Photoshop CS2", as an alternative to PS.

Anyway, what put me on to PS alternatives was an article in TidBITS, a great on line Mac zine. You'll find the link to that below in my sources field. The article also talks in depth about many other photo programs and provides links to all their sites.
