Women really can if they want to... but it is not socially acceptable. In Canada... any woman at all can walk around topless... it is completely allowed! I hope that you find what you are hoping for...

i think it's because breasts are seen as a turn on, or perhaps sexual, it may also be because they are bigger than a mans chest. with no disrespect intended, the "original women" would have had big breasts and the "original man" would have had a flat chest. the woman probably wouldn't have seen the mans chest as a turn on, but the man would have seen the breasts as a turn on.
