This does many things including speed, hand eye coordination, and cardio. The most important thing I got out of it was endurance. you throw so many punches in three minutes that you can get exhausted quick. The speed bag makes you throw so many in a short amout of time that you can handle throwing more.

Some trainers don't want new boxers hitting a speed bag because you need to learn correct technique of punching first. Working a speed bag can give a beginner bad habits. If you think about it, when you hit a speed bag, your hands are up too high, your elbows are away from your body, you are striking the bag with the outside of your fist in a circular motion, you are standing straight up, etc. etc. and it is nothing like anything you will be doing in the ring. Once you get your proper stance, movement, punching, footwork, balance, etc. technique down, he will probably let you get on the speed bag. A common misconception of the speed bag's main objective is to increase a boxers punching speed. While a speed bag does work on a boxer's hand-eye coordination, one of the best things that a speed bag workout offers is that it is a great stamina excercise, esp for the shoulders and upper body. Working a speed bag in 3 minute intervals makes you keep your arms up and active (working on hand-eye coordination) which helps you to get used to keeping your hands up to protect yourself without tiring before the round is over. So a speed bag is used for hand-eye coordination and stamina (esp arm stamina), which is something that can be taught after proper technique is learned. And without knowledge of proper technique, a speed bag can develop bad habits, so that's probably why your trainer makes you wait.

RE:
What does the speed bag do in developing/training a boxer?
I have been renting the Rocky movies for my kids to watch. Besides the usual 100 questions, my son asked why they punch that thing like that. I could only name it--the speed bag, but beyond that I really don't know what it is used for. Hand-eye coordination? Punching speed? What? thanks...

Speed Bag can develop the shoulder muscles and bones reflexes. The speed bag should not be the focal point of any boxer’s workout, but it holds an unmistakable place of value in the sport and should be incorporated into any “complete” boxing routine.

A well-trained dog makes everyone happy, including his owner. Take a little time training him, and you'll never regret it; you'll always have an obedient dog by your side. Find more https://tr.im/QQTDF
By their nature, dogs are pack animals with a well-defined social order. Through basic training, you need to consistently make sure your puppy understands that you are the leader, not him. So in teaching him the basic rules, you take on the role of pack leader.
To fit into the family circle, your dog must be taught to recognize his name and such commands as come, heel, lie down and sit.

In this dog training tips article I am going to teach you the 5 most important things that you need to know and understand as a dog owner. Dogs are more like humans than you might think.
Dogs learn in the same ways that human children do...through repetition. So wouldn't it make sense that some of the same methods that we use for children would work for out dogs as well?
Dog Training Tips for the Dog Owner
#1 - Persistence & Consistency - Every thing that you train your dog to do and its success are tied directly to persistency and consistency.
Corrections must be made immediately and every time. If getting on the furniture is not allowed, you as a responsible dog owner must enforce this all of the time.
This is the most important step and is the best of the dog training tips that I will ever give you. If you can't master this one then you will never train your dog.
#2 - Discipline - The key to using discipline is to know exactly when to administer it.
Though dogs are intelligent their reasoning power is limited. If you catch your dog going to the bathroom in the house you should discipline him immediately.
However, if you find a pile of poop, even though you know the dog did it, you cannot discipline him now. If you discipline a dog after he has done something he has no idea why you are doing it.
Suppose you find a pile that has been there for 10 minutes, so you call your dog over. He comes wagging his tail happily, and then you discipline him for pooping. You just gave him negative reinforcement for pooping, but in his mind you are doing it for coming to you.
#3 - Learn Everything You Can - Unless you have successfully trained a dog in the past I suggest that you learn everything that you can from a professional trainer. Even if you have trained a dog in the past, did you do it correctly?
Learning the easy methods will make it much easier on both you and your dog.
#4 - Rewards - I put rewards in the top five dog training tips because rewards need some explaining. A reward does not always have to be food. In fact, most of your rewards should be in the form of praise and affection.
Food rewards are fine when you are teaching your dog something for the first time. But once he understands and is responding immediately start switching to praise and affection alone.
#5 - Training Sessions - For maximum success you should keep your training sessions short, just a few minutes at a time for puppies, and 10 - 15 minutes for adult dogs.
When many owners decide to train a dog they want it to be a boot camp type thing. When your dogs attention starts to become distracted its time to take a break.
Dog Training Tips - Food Rewards
When you are training your dog it is OK to use food rewards in the beginning, but once he has the idea start using less food and more praise and affection.
Try to stay away from store bought pre-packaged treats. Even though they might say all natural there is a big difference in what is considered all natural for dogs and humans. If you wouldn't eat it, don't feed it to your dog.
There are tons of recipes that you can make at home quickly and easily that are much better for your dog.
Keep the points that we discussed in this article in mind if you are going to train your dog. To be honest, the best trainers are those who allow themselves to be trained first. These dog training tips are a great place to start but remember, never stop learning.

If properly trained, they should also understand whistle and gesture equivalents for all the relevant commands, e.g. short whistle or finger raised sit, long whistle or flat hand lay down, and so on.
It's important that they also get gestures and whistles as voice may not be sufficient over long distances and under certain circumstances.

Your right, it's called the "speedball" or it can be called speed bag.
Speedballs are used for concentration and as you said, hand-eye coordination.
It also works on your technique, hitting the ball at a certain speed and hitting it right so when the time comes for a fight, your technique is almost perfect. You hit your opponent hard, fast and most importantly, in the right spot your aiming for.
The speedbag starts off slow, hitting it once and letting the speedball bounce three times and hitting it again pacing yourself faster and faster.
The speedball mainly works on your shoulders and forearms & upper body strength.
