Usually, it is because you are shaving incorrectly. Try shaving with the grain. If you must shave a second time to completely clear off any remaining hair, then shave against the grain on the second time through. Also, if possible, it might help if you can avoid shaving several days of the week, such as on weekends, to allow your face/neck time to heal.
Although you should be cleaning your face regularly, this will not clear up the razor bumps. They are caused by ingrown hairs, not dirt. Usually, experiences that involve extra lather and such are useful because of the lubrication provided while shaving, thus causing less irritation. Shaving in the shower only makes it easier to shave, because it will assist in deadening the nerves. It also doesn't really do anything to prevent razor bumps.
"Some people with curly hair have an adverse response to shaving called pseudofolliculitis barbae, or "razor bumps" due to ingrown hairs. Many side effects can be minimized by using a fresh blade, plenty of lubrication, and avoiding pressing down with the razor. Some people choose to use only single-blade or wire-wrapped blades that shave farther away from the skin. Others cannot use razors at all and use depilatory shaving powders to dissolve hair above the skin's surface"

I'm not a guy but I know what 'will' work.
I told my son to try my suggestion and he was glad he did.
It cleared up his problem and he uses it on a regular basis.
ARE YOU READY ?
Rubbing Alcohol is your answer.
Every time you shave, just slap some on the way you would aftershave' it burns like *#*# for a few seconds, but dries quickly and leaves no smell at all.
It kills all bacteria and dissolves any oil (if you have oily skin).
It will not dry out your skin if you only use it 1 to 2 times a day.
Give it a try, and I think you'll be glad you did too..

You can apply coconut or any other vegetable oil after you shave and wash it with soap and water after 5 mins.
