How do you just go up to someone who you recognize, but have never really talked with/ dont know much about them, but you know their name and have seen them around?

Just say Hello, whatever their name is, and wait to see what their reaction is. If they are not willing to open up the conversation, then you just immediately shut down and walk away. That way you save face, but you were brave enough to try, right? Good luck meeting others! Just take a deep breath, and go for it. If they don't respond, it's not your fault for trying.

Using your feet, or hands if you so insist, walk up to them, and ask them the time. Then tell them they have a nice cell phone or watch, and start flirting with them. Thats how I would do it.

just be friendly & confident (don't worry or overthink a situation)
