to get faster (because I had to myself- it works great) do the following that I read from a "runners world" magazine.

Run at a slightly slower pace than normal. Pick a target you're approaching (say a telephone pole for example), start sprinting when you reach it, pick another target in front of you (say the 2nd telephone pole in front of you), when you reach that one, go back to your slower than normal pace. Just do that on and off during your run session and this increases speed.

This is also known as fartlek.

Aikido is neither effective nor ineffective; YOUR aikido skills can be effective with time. How long exactly nobody can tell, but it depends a lot on how hard you train, and what the focus is in the dojo you train. Does your sensei teach you the core mechanics of each waza, or does he/she simply teach you on how to go through the motions? Does your instructor understand - and help you understand - the differences between drills and exercises and actual, applicable waza? Is resistance added in your training drills? Does your instructor treat his/her aikido as a MARTIAL art (where you can get hit, taken down, etc.) or as some sort of new age "Zen in motion" art where every punch is "catch-able"? Granted, it takes a relatively longer period of time for an aikidoka to be able to comfortably "use" aikido waza compared to other arts. But there is no magic equation that lets you know when your aikido becomes "effective". Basically, it's the old "you know you're ready when you're ready" - if you have a good instructor that is. EDIT: @Booyakasha: Great answer!

to get faster steps you really need to strengthen the muscles in your hips, and for more power, do all the other leg muscles. Try training by doing a lot of short sprints of slightly varying distances with little rest, that way you gain endurance and speed

there are therapeutic devices that increase both strength and speed they are like large elastic bands that attach to the legs .
Also ankle weights can help tremendously.
