When we visited Washington D.C. a couple weeks ago, we went to see the White House and there was people on the roof all in black and they looked scary. Are there to shoot anyone that goes past the black fence or something?

They are the US SECRET SERVICE
They are counter snipers and lookouts for the perimeter defense of the White House.

They r CIA police. One time someone tryed to jump the White House fence. He got on the grass. I live in washington dc. Then they put them on the roof, to watch out.

They were probably guards. If you were to go pass the limits. Hey you yell for you to stop and if you don't they can shoot.
