Lower enlisted still pull KP. The civilians do the actual cooking, while the troops do the cleaning, and usually a NCO pulls headcount. Some chow halls may use only civilians, but most don't. Some use very few if any. And there is a drive to automate headcount at many bases, so that eliminates the need for a soldier right there. I rarely if ever saw it used as a punishment though, it was just a duty everyone did.

Who pulls KP depends on the unit and the location. At my reserve unit, it is generally the lower enlisted that pull KP, and usually as a punishment, for things such as showing up late to drill, not having the proper uniform (to include a good military haircut) or various other types of insubordination.
However, when I was deployed in 2002, and again in 2003, we had TCNs (Third Country Nationals) pulling KP. While some may think that these non-military people wouldn't be able to cook a decent meal, I can assure you that they do indeed know how to cook. Plus, there is still the NCOIC of the mess as well as the OIC of the mess.

Usually E-3's and below get KP duty, but it's normally up to the Chiefs, or sergeants in the army. I always thought it stood for Kitchen Patrol, not police. Anyway, it's still KP, and it still sucks.

Well, I PULL KP at home! haha And I remember KP being Kitchen Police, too. My ex was in Iraq in 2004 after being out for over 10 years! When you are pulled in from the stop-loss policy, you are 'given' your job! He had to do the set up of showers, laundry and all that stuff. Hard work, but everybody is necessary at every level. GOD BLESS OUR TROOPS STILL! And the USA!
Nobody lives like we do - NOBODY - because of our Armed Forces. Thanks KIDS!
By the way, I just remembered, where he was, they used non-military for the kitchen. They brought in and PAID third world people (that's what they called em). So imagine eating what the so-called enemy might feed ya! lol

We do KP at my unit and it has become a punishment. Only the PT failures do it.

It still is for the low ranking. Somewhat a punishment but they save the real punishment for Sh@# burning detail now, or when I was over anyways..
