It depends. If a deaf man coughs in a forest and no one is around to hear it, he doesn't make a noise.
If that same deaf man coughs on me in a crowded subway, it sounds like a deaf man being knocked on his butt.

The sound of a non-deaf man coughing.
Now... when it comes to talking and singing... THEN there may be a difference.
... is this perhaps a riddle though? I don't get it.
