It depends. If a deaf man coughs in a forest and no one is around to hear it, he doesn't make a noise.

If that same deaf man coughs on me in a crowded subway, it sounds like a deaf man being knocked on his butt.

a deaf man couging would sound the same as a non-deaf man coughing. we would hear the coughs the same.
