I am not a 100% sure about Kansas Law, but in Indiana, where I live, all minors are entitled to the same rights as adults, except the right to a jury trial.

Yes, they are supposed to be protected. But, we are now living in a police state. They violate our rights to see if the public will stand for it under the disguise of safety and security. Sounds like a need for public outcry.
I do not live in Kansas so I am not aware of the juvenile laws either.

Usually the law requires that his identity (name and address) be kept confidential. He doesn't get his own photo and print lounge. If the sidewalk is the flavor of the day, he gets to join the happy throng.
