1. Right click on the cell -- you may select the full column or row if you want to set property for the full column or row.
2. Select "Format cell"
3. Select "Category" - which ever suits your requirement.
4. You can choose and select different settings. Like if you select Number in category - you can choose number of digits after decimal, or if you select Time as category - you can choose different time styles.

if you are not using it for a calculation you can show it as text by typing
':05
this will display :05
if you need it as a numeric value to do a calculation just call it up in the calculation as =right(A2,2) where the cell is A2 and the number of characters you want is 2.
for example
Cell A1 Time
Cell A2 ':05
Cell B1 Time doubled
Cell B2 =Right(A2,2)*2
