I'm pretty sure that he does. Not a lot of guys say those sort of things easily, and when they do, it's that they mean it. But don't rush into this now that he did this. He might just want to be like brother/sister. Good luck.

Concerning the former I would say possibly but not necessarily, for example I have friends that I love like a member of my family and I will always care for and be there for but that doesn't mean the relationship needs to go further.
With the latter I would say it's possible to highly likely that he does in fact want to bring the relationship to a more intimate level.
Best thing to do would be to ask him.
