French Bulldogs, English Bulldogs, and Boston Terriers are born with what is called a screw tail, it is very small and corkscrewed.
I have also seen Australian Shepherd and Old English Sheepdog puppies born without tails, but most dogs with short tails have had them docked.

I thought that most dogs were born with tails & that the so-called tailess breeds had had their tails cut off when they were puppies.

However, I did find this website about the Braque du Bourbonnais

It says that "historically the breed was required to be naturally tailless or born with a very short tail." & it is referred to as a 'naturally tailess dog'.

Also the Pembroke Welsh Corgi is often born without a tail (though there is a small protusion of the spine).
