I've created photos like that. All you need is Black and White film, take the picture through a window and wait for a good wind to pick up. I grew up in the plains where wind and dust are common. Position the camera so you have street light in the top corner, wait until the dust picks up a little and voila, you have yourself a mystical photo.
I've taken these types of pictures and you don't even need photo shop to do it.

Very ghost-ish. Many people believe spots like those are ghost. Others think it's bad photography, or special effects.

There are no ghosts. You are looking at natural phenomena and trying to see magic spirits in it. This is as pointless as seeing the Virgin Mary in a grilled cheese sandwich. Please see the answer of the first guy who answered.
