A customer service rep usually is responsible for making sure that the companys customers have the proper product, order parts, schedule service and coordinate with the sales department to make sure the customer is satisfied.

In a call center your main job is to answer questions where possible and if you cannot handle the problem to turn it over to another rep. You basically have no responsibility other than to answer as many calls as possible as fast as possible. Some call centers make you handle customer service issues but by calling it a call center they tend to pay you less and of course turn over is quite high. Some call centers accept turnover rates of over 90% which is common. If there were such a thing as modern slave labor then call centers would qualify.

Generally, they are interchangeable. The specific job description can vary depending on the duties.

An inbound call center, for example, takes inbound calls. An outbound call center makes outbound calls. Some call centers are independent companies that do contract work for other companies. They might do telemarketing sales, voter canvassing, opinion poles, marketing surveys, or any of a number of things.

Often customer service representatives work out of a call center, so there is no real distinction here.

But some customer service representatives also act much like outside sales, technical support, or product specialists who will visit their customers in person rather than just making or taking telephone calls.

A small company, with just one or two customer service representatives would also not generally be considered "a cell center" because . . . . well, because that just would sound funny.

Yes when I called having issues with my Laptop awhile ago, the call center reps were from India. I don't know a thing about the inside of my computer, but they switched me over to this one lady who went through every single detail and helped me get inside of it and do a few things. It was great customer service, they wanted to help me until we figured out what was going on.
