Kitty acne is actually very common and can be caused by plastic feeding dishes so good job switching to the stainless steel. The switch may take a while to make a difference so don't get discouraged.
It can also be caused by allergies. Most animals express their animals through their skin so all kinds of weird things can happen.
You can do allergy testing but it can get expensive (they do this by testing a blood sample). Try changing foods to something that does not have corn in it. Royal Canin has some excellent diets for animals with skin issues.
The eyes could be a different problem entirely or they could be related to the skin. It would be best to let a vet do an exam of the eyes just to make sure that it isn't a secondary infection from something else.

NATURAL ACNE PROTOCOL
1/ Never, ever touch your face.
2/ Use 3 facecloths to wash your face, one to soap on, one to soap off with very hot water, one to rinse off with ice cold water, in that order, once a day.
3/ If you are under 18 take 5,000 IU of vitamin A once a day with a full meal

Hi,
There is a Form of Mange a Cat can get altho it generly starts around the ears it can effect the Chin and face as well...She needs to see a Vet. She Could have a Staph infection as well or God Knows What else...I have seen Alot of things..But Acne on a Cat isnt one of them! She needs an Ointment for her Eyes as Well!!!! The Vet Will Fix her Right up..Let us know What he says,I'm curious!

The plastic is what causes the acne. You can run a washcloth under hot water and wring out the cloth and rub out the little black specks to help clean the area. The vet may have something to help with the eyes but you can cleanse around the eyes with the washcloth also.

I've never heard of a kitty having acne. Take your kitty
to the vet ASAP. Sounds like she has some kind of
eye infection. It is possible your kitty is having an allergic reaction to the food she is eating.
